Training Workshop for MDAs on Climate Finance Tracking, Accountability and Budget Compliance

ACODE in partnership with the Climate Finance Unit - Ministry of Finance, Planning and Economic Development and the National Planning Authority is undertaking a training of MDAs on Climate Finance Tracking, Accountability, and Budget Compliance. This training seeks to bolster government initiatives and empower targeted officials to formulate climate-responsive plans and budgets.

ACODE working with the West Nile Development Association (WENDA), and Karamoja Herders of the Horn (KHH) is implementing a 4-year project to Strengthen Civic Engagement, Voice, Service Delivery, and Climate Justice in Uganda. This project seeks to contribute to government efforts by implementing targeted interventions to strengthen civic competence and state actors’ capabilities to deliver better services, ensure public accountability, and advance environmental rights and climate justice.

The National Development Plan IV requires accounting officers to promote the integration of climate change and disaster risk reduction in planning, budgeting, and reporting, among other actions. The National Climate Change Act (2021) and the Public Finance Management Act (2015) require MDAs to regularly evaluate and issue a certificate of compliance for the Budget Framework Papers. While the government has put in place frameworks that support the integration of climate change in development plans and budgets, some Government Ministries, Departments, and Agencies still have some challenges in integrating climate change into national and program budgets, resulting in underfunding of critical interventions. Some MDAs still have difficulty tagging the budget allocations, monitoring, and reporting on climate expenditures, which undermines Uganda’s adaptation and mitigation efforts.
