Enhancing Resilience and Inclusion of Women and Youth in the Governance of Uganda's Natural Resources

The goal is to promote resilience of women and youth to shocks arising from climate change and natural resource degradation and their participation in the governance of Uganda's natural resources by the year 2021.

Enhancing Resilience and Inclusion of Women and Youth in the Governance of Uganda's Natural Resources (ERIWY) project is part of CARE International in Uganda's programme on strengthening resilience and promoting inclusive governance or STRENPO.

Many indexes have ranked Uganda as being highly vulnerable and having low readiness to deal with the impacts of climate change. As a result of gender inequality, limited access to and control over economic resources, and the limited inclusion in the governance of natural resources, the rural poor especially the women and youth stand to suffer most from the impacts of climate change. Although Government has put in place a number of measures to build resilience and ensure women and youth inclusion in natural resource governance, the progress is very slow. This is due to a number of factors including: limited capacity of different actors; inadequate research to guide decision-making and implementation; and poor funding among others.

To complement Government efforts, ACODE developed and is implementing a four-year project to enhance resilience and inclusion of women and youth in the governance of Uganda's Natural Assets at both national and subnational levels. The project is expected to achieve four major outcomes: (i) Policies, laws, and practices that promote resilience of women and youth which support their greater inclusion in agricultural programmes and the governance of Uganda's natural assets; (ii) increased capacity of selected local governments, CSOs, women and youth groups to address issues of resilience and inclusion of women and youth in natural resource governance; (iii) enhanced responsiveness of national climate change mandated institutions and local governments; and (iv) an inter-district multi-stakeholder forum in West-Nile that engages in building resilience and women and youth inclusion in natural resources governance.
