Memorandum of Issues on the Amendment to the Local Governments Act, CAP 243

This memorandum is submitted to the Ministry of Local Government (MoLG) by Advocates Coalition for Development and Environment (ACODE). The memorandum seeks to contribute to the policy and legal reform within the Local Government Sector to improve the performance of local governments in Uganda.

This memo follows calls from the Permanent Secretary and the Minister of Local Government while officiating at the launch of the Local Government Councils Scorecard Report FY 2018/19 held on March 10, 2020. This memorandum is based on the research, capacity building and outreach activities that ACODE has implemented in Local Governments over the last 10 years.
