Mr. Oscord is a Research Officer. He is an expert on decentralisation with over nine years of experience working under the Local Government Councils' Scorecard Initiative (LGCSCI); a project under the Democracy, Peace and Security Programme of ACODE that focuses on Policy Research, Advocacy and Training and Local Government Council Development. Mr. Otile has been part of the team that implemented and administered the Scorecard Assessment for Local Government Councils in districts across the regions of Uganda. He has published policy briefs and opinion articles on topics around decentralization and local governance in Uganda. He also has experience in project design and evaluation, qualitative and quantitative research and was previously involved in various research assignments including Baselines, Mid Term and End of project evaluations for various organizations such as the African Centre for Treatment and Rehabilitation of Torture Victims in Uganda (ACTV) and Uganda Revenue Authority (URA).
Mr. Otile holds a Bachelors Degree of Development Studies of Makerere University and has also acquired extensive training on social accountability.
