Mr. Mbabazi is a Research Fellow and Project Manager for the Local Government Councils’ Scorecard Initiative (LGCSCI) at Advocates Coalition for Development and Environment (ACODE), a Policy Research and Advocacy Think Tank in Uganda. He is a policy and governance analyst with over 15 years of consistent contributions in developing and analysing policies of Ministries, Agencies, Departments, Agencies, and Local Governments. He is passionate about democratic governance ideals, peacebuilding and violent conflict prevention. He is adept at policy research, community engagement, policy advocacy and capacity building for local governments. He has published a book chapter, policy research papers, policy briefs and opinion articles on various themes on decentralization and local governance in Uganda. He has extensive hands-on experience in: projects’ design, management and evaluations; qualitative and quantitative research from working with multiple organizations and agencies. Jonas has managed grants from USAID; DFID; DGF; Hewlett Foundation ranging from US$ 295,00 to US$ 3.5 million. He currently sits on three Technical Working Groups (TWC) of Ministry of Local Government (Leadership Transformation TWG) and Ministry of Finance, Planning and Economic Development(Local Government TWG) and co-chairs the Local Government TWG of the MoFPED on behalf of ACODE. He is a graduate of Social Work and Social Administration and holds a Master of Arts degree in Peace and Conflict Studies both from Makerere University.
