Mindset change: a precursor for the success of the parish development model

In FY2021/2022, the Government of Uganda started the implementation of an agri-business model, dubbed the Parish Development Model (PDM) for the transformation of 39% of Ugandans who are trapped in a subsistence economy. One of the Pillars of the PDM is Mind-set Change, Community Mobilisation and Organisation – a responsibility that has been bestowed to the Ministry of Gender, Labour and Social Development. This is part of the interventions to implement the Community Mobilization and Mind-set Change Programme under NDP III whose goal is to empower citizens, families and communities for increased responsibility and effective participation in sustainable national development. Data gaps cast doubts on local governments' readiness for the parish development model

Local governments in Uganda have for long struggled to generate real-time, reliable and quality data for their development planning. This is majorly attributed to the lack of capacities of local government staff in terms of data collection and analysis, lack of a harmonised information management system and reliance on manual systems for data management. The challenge of data management puts in doubt the readiness of local governments, as both data generators and users, for the implementation of the recently launched Parish Development Model. State of readiness for implementation of the financial inclusion pillar of the parish development model

Uganda is implementing an agri-business strategy dubbed Parish Development Model with the aim of transitioning 39 per cent of the population still stuck in the subsistence into the money economy. One of the Pillars of the PDM is financial inclusion whose overall goal is to enable the participation of subsistence households in the financial sector and hence the money economy. This article analyses the state of readiness, both at national and sub-national levels, for financial inclusion under the PDM. The article examines key issues relating to readiness such as the availability of a robust Policy framework, requisite data, a positive mind-set and access to financial services to enhance financial inclusion.
